Supervisors 7-17-01 meeting notes regarding Resolution     

requesting St. Vincent’s Silveira be removed from the USFWS Refuge study.

Supervisor's comments:  John Kress:  Still believes that if done right, the

study will benefit Marin by separating buildable properties from

unbuildable.  Stated that he felt this reconfirmation of the Supervisor's

original approval of the study was necessary because of all the criticism of

the decision and the exclusion of so many interested parties.  This will

give them an opportunity to express themselves.  He emphasized if done

right. Kress voted in favor of the study.

 

Cynthia Murray:  Stated that when she first voted for the refuge, she

thought she was voting for the process, not the refuge itself. She objected

to the exclusion of so many interested parties and thought it necessary to

allow those who were excluded an opportunity to express themselves.  She

made a motion to approve a motion presented by Elissa Gambiassi of the

Chamber of Commerce  to vote against the study and allow such decisions to

be made by local authorities.  The motion died due to lack of a second.

Cynthia voted against the refuge.

 

Annette Rose:  Made a motion that St.Vincent's/Silviera be excluded from the

study, stating that she felt it unfair to exclude exclude one portion

without excluding other parcels.  The motion was voted down; three in favor;

two opposed.  Motion defeated.  Rose voted against the resolution to

continue the study.

 

Steve Kensey:  Repeated the remarks of John Kress and felt that the study

would be beneficial to the County of Marin  He said that it was only a study

and all involved parties would  have an opportunity to present their cases

and to be excluded from the refuge as the study proceeded.  He voted in

favor of the resolution.

 

Robert Brown:  Stated simply that he agreed with Supervisors Kress and

Kinsey and felt that the study would be beneficial to the County of Marin.

He called for a vote on the Resolution:  Three voted for the resolution, two

voted against it.

 

My remarks:  It was evident to me that the decision on this resolution by

Kress, Kinsey and Brown were made well in advance before the meeting, and

they had no intention of changing their views.  Hardly any questions at all

were asked by the supervisors from the speakers, and to add insult  to

injury Chairman Brown absented himself for a period of over 30 minutes

during the open session and missed at least 5 speakers.  It was also clear

that the Supervisors only wanted to give those excluded from the original

hearing an opportunity to "blow off steam" so they could move on with the

refuge
