Traffic Horizons - some potential solutions? Some of the means, programs, policies and ideas to address traffic problems will be listed here. "Cal Trans is showing tremendous interest in a 101/580 flyover..." (Community Development Department Director, Bob Brown. June 12, 2002 S.R. Corporate Center 6-13-02) With a 'flyover' the Bellam/Kerner traffic congestions that has long hindered further traffic impacting development in East San Rafael could be mitigated. in June of 2002 Cal Trans has begun work on the conceptual plans for the flyover. They hope to share those plans with City officials by the Fall of 2002. Local improvement that have long been planned but not yet implemented include: "East San Rafael Phase Two. The traffic signals on Kerner Blvd. and 580 crossing are to be interconnected to operate efficiently." (Source Fact Sheet Existing/Baseline Roadway Improvements) In the 90's Cal Trans proposed four 580/101 capital improvements that would mitigate traffic impacts. (Click here ...... ) At that time a fifth proposal was submitted by East San Rafael property owners. It became known as the 'Grange Plan' but was not readily accepted by Cal Trans and other planning authorities even though its price tag was much less. (Click here .......) Any of these proposals would also reduce the need for the "Beauty Contest" that is now required to allow development approval in East San Rafael. Creative land uses that tie into transit solutions provide regional quality of life benefits, although many vested Marin groups fight these creative solutions so effectively that the region's quality of life suffers. Canalways owns the water rights to the Bay fronting its approximately 85 acres. In the future with its technological advances, ferry transit may be an option at the Canalways site. Ferry service is often suggested at the nearby San Quentin site, should that prison site ever be open to development. |
