One of the answers
to affordable ownership housing for overpriced NIMBYized Marin lies in
doing more of the Fannie Mae National Model that was initiated in
Marin. Developers, the real estate community and low and moderate
income buyers have understood and appreciated the value of the CASA
program (Community Assisted Shared Appreciation) but, unfortunately,
foundations have not lent their financial support to open this door of
equity appreciation to a large number of low and moderate income
households.
Of course Marin
has a pressing need for rental housing, but professionals generally
desire to own. Professionals enjoy watching both Marin's scenic
beauty grow as well as their equity.
Novato's Skylark Meadow, developed by Novato
Ecumenical Housing and managed through all stages by Dwayne Hunn,
established a state record and became a Fannie Mae National
Model. That model has been refined into North Bay Ecumenical
Housing's CASA Home Loan Ownership program to help today's low and
moderate income people own homes throughout the Bay Area.
